The win status of the ticket is recorded in the code at the bottom of each scratcher, so they would ignore the specific game rules and just scratch off the win code. Saves a lot of time.
Another fun lotto fact is that there is no point in stealing rolls of tickets that have not yet been loaded into a lotto machine. Those tickets, even if they would normally be winners, are not valid until scanned in and activated by the lotto machine. While I was working there, some fool stole a whole box of tickets that were being delivered. All he won was a prison sentence.
